The Basis of My Hypothesis:
My mom is an Animal Control Officer for the City of Commerce, and she keeps track of the number of animals that are impound on a monthly basis. This helps to have an inventory of the number/types of animals they are bringing in. The City of Commerce does not have its own animal shelter, so it contracts with another agency to house the animals that are impound. A record system is needed to confirm the accuracy of invoices that are billed to the city every month.
