I dont understand this question. Help?

the first step Andre made was

2x+6=3x-8

or, -x+6=-8

And the first step Diego made was

2x+6=3x-8

or, +6=3x-2x

or, 6=x-8

...

0.6, 3/5, and 6% are the 3 same portion.

but, when they're all changed to a decimal they would equal to 0.6.
