Unless I misunderstand these things, the number line
looks like it's simply indicating " n < 4 " .

The dashed line is the graph of the equation         y = 1/5 x - 2 .

The drawing is saying that the solution set (the green region)
is everything UNDER this line, but not the line itself. 

So the green region is          y < 1/5 x - 2 .      

Where the white dots are is where your points should be plotted.a translation is simply just moving something from one place to another. in this case, you would move each plot point of the original shape 2 units up, and 5 units to the left.
