To know if a relationship is or is not a function you have to check if for every value of the dependent variable there is associated only one value of the dependent variable.

The domain of a function is composed of all the possible values that variable x (the independent variable) can take.

The range of a function is  composed of all the possible values that variable y (the dependent variable) can take. That is, all the values that f(x) can assume (see picture attached).

answer: domain and range mean all possible values of x and y that could be substituted to the inequality. a solution means all possible values that make the inequality statement true. so while the range is still all real numbers, the solution is the shaded area, for which y will always be greater than the line of the function.
