Well the two numbers are as follows:

Both of these numbers are of equal value due to the zeros after the decimal point are just place holder zeros.

Saying that it would mean that both of these are actually equivalent to each other.

you half the rectangle that you ae asking about so then you would see the scale factor of 1/2 the one u have selected, the one on top is half.
