Alright so we're going to use the Order of Operations rules to simplify this problem.

Order of operations rules  - PEMA - stands for = 

Parentheses 
Exponents 
Multiply and Divide 
Addition and Subtraction. 

So first since we're using these rules we'll start with the numbers in the parentheses first which is :

( -3 - 8 ).

-3 - 8 = -11.

So now the problem looks like this :

4 - 2 x -11.

The next rule is to do the exponents but since we don't have any we will skip that one. 
The next rule is Multiply and Division.

There is no dividing needed so we'll multiply.

2 x -11 = -22.

So now the problem looks like this :

4 - -22.

4 - -22 = 26.

So your answer is 26.
