Directions: In Chapter 4, Section 2, you learned about the people who represent the nation and its people in Congress. You also learned that each State's congressional districts must be redrawn every
ten years to bring them in line with the federal census, a process that can lead to gerrymandering.
Write at least a paragraph opinion about gerrymandering and its implications for the democratic
process. Some things to consider as you write: How does being elected in a “safe” district affect the
ways representatives act and vote? Are they more or less likely to represent the views of those who
live in their district? How and why does this affect the way Congress functions as a whole?
