Who wrote the laws that all must follow or go to jail/prison?

answer: State Congress makes the laws.  They are in the Legislative branch, If the mayor president or government ( which is in the Executive branch, wants to pass a law, congress has to pass it first, for the people in the executive branch to have the law.
