Residency requirements have become more lenient in many agencies because

1. interstate travel in a matter of hours is no longer an obstacle anywhere in the country.
2. some agencies, particularly those in smaller communities, were having trouble finding qualified candidates for their forces.
3. officers prefer to live far away from the communities they serve.
4. officers were not paying enough tax in their resident communities.
