The severe economic depression of the 1890s strengthened the populists' argument that

Silver and regulations were needed--the recessions of 1873 and 1893 pushed the Free Silver movement and regulation of railroads to encourage economic growth. 

Populists believed the use of silver for currency would increase cash flow and enable farmers to pay off debts. Populists also wanted regulation of railroads to protect the interests of the farmer and small business owner instead of the corporate leaders. 

The court held that the company had no statutory or regulatory authority to  requireits employees taking approved  intermittent  leave to obtain a  doctor's note for each absence. instead, the regulations provide that an  employer can  verify the  absence-condition connection by means of recertification."
