The answers are C and D. Dubcek did try to give more freedoms to the Czechoslovakians but by the end of his time in power, everything was reversed. He was already party leader and the Soviet Union would not have agreed to relax censorship in any country they had any control over. 

The Soviet Union was not pleased with Dubcek's actions in Czechoslovakia and Brezhnev sent troops to bring the country back under complete Soviet control because they were afraid of the country turning to capitalism from the preferred socialism government that was established at the time.
