The Alliance for Progress, which Kennedy initiated in May 1961, was less successful. It was an aid program for Latin America, but it's unstated purpose was to halt the spread of communism in the region. Most of the money handed out through the Alliance for Progress ended up in the hands of corrupt dictators. Discontent in Cuba had already resulted in a revolution against one corrupt dictator. Now Cuba, under Fidel Castro, was a communist state only 90 miles from U.S. soil. On April 17, a force of Cubans opposed to the Castro regime, organized and armed by the CIA, landed at Cuba's Bay of Pigs. They intended to liberate the island but were soundly defeated by Castro's militia. Kennedy took the blame for the failed invasion, even though it had been planned long before he took office. Communist Cuba would be a major focus of Kennedy's foreign policy throughout his term as president.
