Without seeing the diagram that you have in front of you, I'd still say that the proper response would be either financing for education (most likely answer) or possibly support for farmers.

As part of Great Society Programs, the Elementary and Secondary Education Act of 1965 provided much federal financing for public education.  In its first year of operation, $1.1 billion was allocated to states for use in low income school districts.

The Great Society effort also did include support for farmers.  The Economic Opportunity Act of 1964 aimed at helping people get out of poverty, and included provisions for loans to farmers as well as small businessmen. 

Social Security benefits came into being already with the Social Security Act of 1935, under the Frankin D. Roosevelt administration.

An itemized deduction for child care expenses was already passed by Congress in 1954, and then changed to a credit in 1976.
