Before: The US defense funding was lower because the world had just come out of the second world war. We weren't on edge for a little while.
During: The US defense funding was extremely high because of threat of a nuclear winter in the United States. We were on edge because the USSR was able to actually reach us with their new rockets.
After: It was still quite high due to the rise of terrorism
