Prime Minister is appointed by the Queen and the President is elected by the electoral college. 

The leader of the winning party for Parliament is appointed as Prime Minister by the Queen. This person then selects the other members of the government. For the President, electors chosen by the state cast votes for whom their state has indicated support.
