At that time, the German military force was experiencing setbacks and were no longer effective. The Secretary of state, Matthias Erzberger was secretly making some negotiations to ensure that the war comes to an end. The German emperor, Kaiser Wilhelm II gave up by renouncing his throne and  Matthias Erzberger was authorized to sign the Armistice on the terms of the Allies.  So, signing the Armistice was considered a complete defeat for the Germans, though they never admitted to the defeat.
