Hey there! 1.) it really all depends.one thing to consider, it all depends on the authorization that you are sending this report to. you can't just go up to a (cop) and give him this report, you have to go out a little more, and to go up to higher official's who have been dealing with this case.2.) another thing this also consider is also that there would also have to be voting involved, there would have to be proof of this report also. and there would also have to be some other high officials.hope this .~jurgen
