In this period the government was dominated by unrestricted capitalism, an environment free of income taxes, fair regulators, and other restraints on the behavior of freewheeling entrepreneurs. Leading to rampant corruption, where the monopolists were working together with the state to make sure that Congress did not pass laws that would control the growth of their own monopolies.
