One of the most important purposes of the Joint Chief of Staff is to advise the secretary of defense on important matters concerning the military strength of the United States. The Joint Chief of Staff also takes important decisions on territorial security, monitoring any threats by terrorists or external forces, disaster management, etc. They also play an advisory role to the President, the Homeland Security, and the National Security Council. The Joint Chief of Staff has more of an advisory role, and the executive and operational control lie with the President, who might command the Secretary of Defence to act accordingly.

The organization of  Joint Chief of Staff is a collective military body comprising of a Chairman, a Vice-Chairman, a Chief of Staff of the Army, the Chief of Naval Operations, the head of the Air Force and the Commander of the Marine Corps and Coast Guard. Headquartered in Pentagon, the Joint Chiefs of Staff has a primarily advisory role, with a right to advise the President and the Department of Homeland Security in matters concerning threats to national security, external threats, diplomatic crisis or disaster management. They may also provide their advice and expert opinion on requests made by the President. Initially, the Joint Chiefs of Staff was constituted to take swift military decisions during the Second World War, and they were vested with executive powers to command over the Nation’s forces. This gave them a direct channel with the commandants of the various Armed Forces of the United States. However, the right to command military forces was abolished by Congress in a 1953 Amendment to the National Security Act. The executive decision to command the United States armed forces now lies with the President, however, his decisions have to be ratified by the Senate.
