According to roosevelt, how should we judge individuals?

Theodore Roosevelt believed that people should not be judged by their wealth or poverty or intellect but by their character and their honesty and their right-mindedness. He pointed this out over numerous speeches he made and it fit his progressive beliefs and behavior.

According to their conduct and merit. The answer to this question depends quite strongly upon which Roosevelt you wish to quote. For instance, Theodore Roosevelt claims "... We must ever judge each individual on his own conduct and merits, and not on his membership in any class, whether that class be based on theological, social, or industrial considerations." so you can answer that each individual should be judged on their own conduct and merits. But if instead you prefer Franklin Roosevelt, he has a rather famous quote "I ask you to judge me by the enemies I have made." which implies that one should be judged based upon what enemies they've created. But since Theodore Roosevelt's quote is more general and since there are several quote from Theodore Roosevelt judging the characters of others such as not judging someone based upon their success, if their success was built upon evil means, so I'll assume the Roosevelt being asked about it Theodore and that the means of judgement is the person's conduct and merit.
