I believe that if I was an elected official, I would probably be a bit of both a delegate and trustee, but mostly focusing my energy as a delegate. A lawmaker must take everything into consideration. Voting based on your own personal religious values despite your constituents inclinations is wrong. A member of congress works for the people.
