This sounds to me like it was from the slave eras of the past. White people often looked down upon slaves, and something as simple as giving them scraps was considered a noble gesture and something you should not do. The white sailors clearly have lived a much better life and take for granted their excess food, and lifestyle. Humans have typically always given even their dogs scraps, so it shows that the Africans were seen as less than dog, and certainly not human or on the same page as themselves. The fact that they flogged them for trying to get a basic human need such as food shows them to be evil people.
