Framers of the constitution most likely included requirements to meet before becoming a state to ensure that the state would be succesful. If the US just accepted statehood for any territory without seeing if it could establish a population of individuals with local laws and court systems, then there would be a good chance that the states did not have success. Along with this, requirements were also a good idea to prove that the territories trying to become a state were dedicated to the ideals of the US and our form of government.
