Why do you think that the emancipation proclamation was so controversial in the north? 1. it was very difficult to enforce slavery in southern states. 2. many wanted the union to be preserved, even if that meant allowing slavery. 3. many felt it did not go far enough to end slavery. 4. it would force england or france to back the confederacy. 5. it would cause saves on both sides to rebel.
