The party actively recruit candidates for office and try to influence who wins the primary election.

This is the party organization. While they may not have influence on the general election, they can make sure that the candidate that best represents the party's ideals is slated for that election. By having primary elections and backing a preferred candidate, the organization can show voters what is most important for a governing agenda in the eyes of the party.
