The amendment is the only amendment in the bill of rights that explicitly addresses itself to the national government.

Despite being a component of all aspects of government, the first amendment in the Constitution, which protects free expression of all forms, is the only one that is exclusively mentioned in regards to the components of the national central government in the United States.
