Passage 3: Memo from the head of the Federal Bureau of Investigation to all FBI employees

Effective immediately, the Federal Bureau of Investigation will be responsible for
enforcing the Federal Gun Control Act. Though FBI agents will not be in charge of
registering gun purchases, all agents are instructed to check the registration status
on any gun seized during an arrest. If a gun is not registered, agents must make a
note of this for the prosecutor's office. Agents are also instructed to review the list
of banned firearms in detail. If an agent finds any individual or business in
possession of one of these weapons, the agent must immediately confiscate it
and arrest its owner. There can be no exceptions on this matter for any reason; the
president has instructed us to devote all available resources to enforcing this new
law as strictly as possible.
