Deficit means the amount of something is too small. The government running a deficit is a bad thing because they are too spending too little on funds. Concerning the Cold War, an increase in spending was needed to help stop the spread of communism and to contain the USSR. Spending too little money would not be any help to America because they would be limited and wouldn't be able to achieve anything.
