Justinian’s constant rebuilding of Constantinople after  the Nika riots contributed to the fall of Byzantium  because it led to serious financial problems of the empire  due to how expensive these projects were (the  reconstruction of the Hagia Sophia cost ~320k lbs. of  gold).  Attacks of the bubonic plague, called Justinian’s  plague led to the deaths of millions, which created a  great shortage of manpower unable to defend the

empire.
