"I donā€™t think that any man can state accurately what was done by the people in establishing the present Constitution and state what the people would have to do to get rid of its obligations. To do these you would have to overthrow the government. I admit that the people may overthrow the government if they wanted to, but then that is revolution.

The idea now discussed is that by nullification or secession the obligations and authority of the federal government may be set aside or rejected without revolution. The Constitution does not prepare for events which would come after the Constitutionā€™s destruction. Secession brings about these consequences. This means secession and nullification are revolutionary. What is revolution? Revolution is anything that overturns, or controls, or successfully resists the existing public authority. Revolution is anything that stops the exercise of the supreme power. Revolution is anything that introduces a supreme power into the State.

This is the exact goal of nullification. It attempts to replace the supreme legislative authority. It stops the power of the president. It interrupts the exercise of the judicial power. It declares null and void, within the State, all the revenue laws of the United States.

If Carolina now shall resist the laws of Congress; if [Carolina] shall be her own judge, obey the laws of the Union when [Carolina] pleases and disobey them when [Carolina] pleases, [Carolina] will relieve herself from a paramount power as distinctly as the American Colonies did the same thing in 1776. In other words, Carolina will have had a revolution.

To allow nullification in some States and not expect to see a dismemberment [to divide up or mutilate] of the entire government appears to me the wildest illusion and the most extravagant folly."
