Between 1900 and 1920, what was the status of women's suffrage?

By 1910, only eleven states supported suffrage. Advocates of women's suffrage wanted a constitutional amendment, which would mean that the decision was up to the federal government. People who oposed women's suffrage wanted the decision to be made by each state. But state by state was a very slow process. Between 1893 and 1908 there were 480 separate attempts to get suffrage on state ballots- of the 480 attempts only 17 succeeded. Of the 17 times that it was on the ballot, only three states passed it into law. In 1910, New Mexico women could vote only in school elections.
