What plan, favored by president richard nixon, gave the states the greatest amount of leeway in spending money from the national government?

The answer to this item is the revenue sharing. President Nixon envisioned a government wherein federal bureaucracy will be lessened and he did this in various ways. One of his ways was the general revenue sharing. Revenue sharing is defined as the way the government unit is apportioning part of its tax income to other units of government. This is shown for example when the provinces or states share revenue with local governments, or national governments or they may share revenue with other provinces or states. It is the laws of the land that determine on how will the revenue be shared. Those units who receive money are mostly free from most controls of those who granted the money and at the same time they or they may not match the amounts they received from the granting units.
