The Monroe Doctrine was issued by the James Monroe in 1823 and has been a key part of US foreign policy since then. The doctrine stated that North and south america were closed for colonisation and declared that US would not allow the European powers to interfere in the Latin American affairs. President James Monroe  issued Monroe doctrine in a speech to Congress in 1823. The doctrine was issued after the war of 1812 in which US fought against British, Canadian and Native American troops and repelled their attacks.
