He might have worked one shift and people between the ages of 15 and 24 have been mostly arrested during that shift but didn´t happened the same  in the counter-turn. And even more, even though if his statement were true,  would only be an opinion because it is a particular statement (from a particular place) not general (could be considered for a state, province or country).
