1) Slaves were allowed to be brought into free territories without becoming free because they were "property" (dred scott case
2) Northerners were forced to help catch runaway slaves, and were fined if they were caught helping slaves. (fugitive slave act)
3) California was allowed to become a free state as was Utah. Boundary disputes were settled between Texas and New Mexico (Compromise of 1850) Below 36:30 slavery was allowed. Above that line slavery was forbidden
