Why doesn’t the us have a unitary form of government

The US doesn't have a unitary form of government because the point of democracy is that the people have the power. If the US became a unitary government, than it would really become like a dictator government, and the people wouldn't be able to express their opinions via votes if the government is "ultimately supreme", and that all other administrations listen only to the central government
