In 1787 delegates met in philadelphia . they came from all 13 states

The only delegates that did not show up were from Rhode Island. The convention itself is known as the Continental Convention or the Philadelphia convention. It was at this meeting that the colonies decided much of the political priorities, such as who would be president, how many terms would he serve, and what could be considered impeachable. Good Luck!!
