Based on what I can see, it looks like the military forces are trying to find some new recruits. The men who are all raising their hands are probably volunteering themselves to go and fight for their nation. It looks like the commander or the reporting officers is trying to tell them to raise their hands if they want to help protect their country in war. I believe the police are in the side  trying to make sure that the citizens are cooperating in this case.
