I believe the answer is:  because it's main priority was to hit the British when they were least expecting it, like the continental army did.

By attacking the enemy when they least expecting, they would not be able to make a proper response in time to address this attack. This would cause the most damage to the enemy while minimilizing the amount of casualties that received by our own army.
