The Iran's government is a theocratic government, it based on religious ideologies. Turkey system operates the parliamentary system of government, India is a federal republic, and Saudi Arabia operates a monarchy system.

Explanation:

India Government: They wanted self rule. Although being controlled  by the British, they were not allowed to rule freely, of which eventually they got.

Turkey: The government of turkey initially were before under another direct rule, it is based on the separation of power. It type of government it operates is the parliamentary system.

India: Similar to that of Turkey, It is a federal union of states or provinces with a republican form of government, it is also a federal republic.

Saudi Arabia: This country  modernized strictly to religious limits of Islam and Arab cultural system. the type of government or system it practices is monarchy.

hobbes takes the part about controlling human behavior. while locke takes the part of legitimate use of force, since force is not legitimate unless there is consent of the people.
