In American society, THE GOVERNMENT is responsible for non-religious tasks.

American society is built around the Constitution of the United States.  The Constitution guarantees a separation between church (religion) and state (the government).  

The "Establishment Clause" in the 1st Amendment of the Constitution prevents the creation of a religious government. The opening words of the 1st Amendment form this "Establishment Clause,," which prohibits the government from establishing a religion. That is, the government cannot set up a church or create laws that aid a particular religion or favors some types of religion over others.  There is freedom of religion in the United States, and religious groups can organize and carry out all sorts of religious initiatives of their own accord.   But the government remains non-religious and seeks to guarantee liberty and justice for all citizens, regardless of their religious views.

Here is what the 1st Amendment states, which allows freedom of religion and bars the government from becoming a religious entity: "Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances."
