Why was President Lincoln’s promise to provide pensions to soldiers leaving military service at the end of the Civil War problematic for the federal bureaucracy? (Select all that apply.) The government had just 25,000 veterans on the rolls at the beginning of the Civil War but more than 325,000 after the war.

The government had no law that allowed retiring and disabled union soldiers to be compensated for their time or injuries.

There were not enough federal clerks to process these claims and those that were hired were not always well trained.

At the beginning of the Civil War there was plenty of money to pay union soldiers; unfortunately all of it was spent on the war effort.
