Political development of China:

What do you think should be a government’s PRIMARY (main, most important) job? (to protect, to provide for the poor, education, etc…)
WHY?

The governments primary job should be to help and provide for its people. That includes protection. It’s very significant as that’s where the other responsibility’s branch off from.
Protection provides a source of trust. This allows society to acknowledge this provision and feel more confident with their government knowing they’re protected from harm
