Read the passage "President Nixon and Congress" and answer any questions that follow. On June 17 of 1972, several burglars were arrested inside the office of the Democratic National Committee located in the Watergate building in Washington, DC. As it turns out, the burglars were connected to President Richard Nixon's re-election campaign, and they had been caught trying to wiretap phones and steal secret documents from the opposing party. Historians continue to debate whether President Nixon knew about the operation before it took place, but tend to agree that he took steps to cover it up by withholding and destroying evidence, firing uncooperative staff members, trying to stop the FBI's investigation, and raising money to pay off the burglars. The most controversial of these efforts was Nixon's claim of executive privilege in the withholding of audiotapes that had recorded secret conversations in the Oval Office. Eventually, Nixon was ordered to surrender the tapes, and three articles of impeachment were approved.
