If a bill is referred to more than one committee in the House of Representatives, it usually has a home with a primary committee, and only those sections of the bill that are relevant to the other committee or committees are worked on when the bill is multiply referred. If a bill is sequentially referred, it will be passed on from one committee to the next as necessary to be worked on. What is the chief disadvantage of referring a bill to more than one committee? It will take a long time for the bill to make it out of Congress. The bill will go through a long process of amendment. The process is more common in the House than in the Senate. Referred bills have little chance of actually becoming law.
