All persons held as slaves within any State or designated part of a State, the
people whereof shall then be in rebellion against the United States, shall be
then, thenceforward, and forever free.

The Emancipation Proclamation changed the Union's goals in the Civil War as the goal before this wasn't to end slavery, it was to reunite America. This statement added emancipation to North America's goals. If America was reunited, I believe that slavery would end more quickly as the anti-slavery North would hold more power and make sure anti-slave laws were passed and adhered to as soon as possible.
