For soviet: The russians and the USSR saw that other countries that were not is support of communism were a threat to destroying communism, this led to the USSR encouraging other countries to be communist countries. They were also trying to prevent capitalist countries like germany at the time, from destroying their communist way of life. This all led to the soviets and the USSR to being suspect of other capitalist countries.

For USA: American leaders at the time were aware of the Soviet presence on the borders, but they were much more focused on the economic state of the USA. They knew that the Great Depression hurt trade badly, resulting in a bad economic state. USA was forced to go into war to gather resources for the country. USA finally realized that limited government in the country was the key to a prosperous economy.
