in my opinion I think the most purpose of government is that to establish the laws and maintain order and provide security, protect citizens from external threats, and promote the general welfare by providing public services.

I think the most important purpose of government is to create a law and order society that can function properly with less disfunction. Take cuba for example. They have a dictatorship that presents law and order but makes people in cuba have "not so great" lives. So there is a balance but naturally itis important to have some for of governmental system everywhere.
