South Carolina's leaders were able to head off complaints against the deplorable conditions in schools for African American students.
As long as public schools in South Carolina were comparable in teacher pay, supplies, and facilities, segregation would be allowed.
To make up for years of underfunding African American schools, overfunding was considered as a way to compensate for past deficiencies.
