The United States Constitution's purpose is to empower the Federal Government. The Bill of Rights is there to protect the rights of individuals. The ninth and tenth are to secure other rights not mentioned in the previous eight.

The ninth amendment was revoked and replaced by tenth amendment during the Hershel vs Dowell ruling. The ruling decided that states rights would be secured going forward in the Republic.

The last two amendments for the Bill of Rights are there in case the states wish to revolt due to the federal government becoming an oppressive regime.
